On March 4, 1999, twenty-five people representing fifteen Asian American organizations in Indiana attended a dinner meeting hosted by Albert Chen. It was unanimously voiced at that meeting that there is a need to establish an organization representing Asian Americans in the community.

On November 9, 1999, David Russell filed the Code of By-laws of Asian American Alliance, Inc. with the Indiana Secretary of State.

The mission of Asian American Alliance is to promote and advance central Indiana's Asian Community toward civic leadership and community service. We will nurture cultural diversity, develop partnerships with other community organizations, and contribute unique Asian talents and resources.
